External Advisory Board

The Civil & Environmental Engineering External Advisory Board provides strategic guidance to the department and helps strengthen connections between academia, industry and government agencies. Board members offer valuable insights on curriculum development, research directions, outreach and student career pathways.

The board meets quarterly and includes leaders from industry, government and consulting. Their diverse perspectives help the department stay forward-looking and ensure that academic programs align with the real-world needs of the profession.

Current board members

Eric Albright (MSCE ’96)

Principal, Landau Associates

Eric Albright is a Principal at Landau Associates with more than 29 years of experience as a technical consultant in air quality compliance and permitting. His work includes air dispersion modeling, emissions inventories, BACT analyses and regulatory applicability evaluations for a wide range of industrial facilities such as power plants, refineries, cement manufacturers and chemical producers. He also has experience in health risk assessments and the installation and auditing of air and meteorological monitoring equipment. Albright holds a master’s degree in civil and environmental engineering from the UW and earlier degrees in mechanical engineering from Virginia Tech.

Michele Campbell (BSCE ’00)

President, RH2 Engineering

Michele Campbell is President of RH2 Engineering, where she supports municipal and utility clients across the Pacific Northwest. With more than 26 years of experience in water system planning, hydraulic modeling and infrastructure evaluation, she helps communities make data-informed investment decisions that balance sustainability and affordability. Campbell has led or contributed to more than 80 comprehensive water system and utility planning efforts, as well as emergency management plans, infrastructure designs and technical studies for public agencies throughout the region. She is a licensed professional engineer in Washington and Oregon and earned her bachelor’s degree in civil engineering from the UW.

Dongho Chang (BSCE ’93)

State Traffic Engineer and Director of Transportation Operations
Washington State Department of Transportation

Dongho Chang is the State Traffic Engineer and Director of Transportation Operations for the Washington State Department of Transportation. He has more than 30 years of experience in transportation engineering, with a focus on improving accessibility and safety for communities. Prior to rejoining WSDOT, he served as City Traffic Engineer for the cities of Everett and Seattle. Chang is a licensed professional engineer, holds a bachelor’s degree in civil engineering and a master’s in public administration from the UW, and is a Fellow of the Institute of Transportation Engineers.

Wiley Coffin (BSCE ’05)

Principal Delivery Manager, Bechtel Corporation

Wiley Coffin is a Principal Delivery Manager at Bechtel Corporation, where he leads business development and delivery efforts for public infrastructure projects across the West Region. Since joining Bechtel in 2005, he has held leadership roles on large-scale transportation, infrastructure and nuclear projects, including the Riyadh Metrorail in Saudi Arabia, Edmonton Light Rail in Canada, Silver Line Metrorail Extension in Washington, D.C., Los Alamos National Laboratory in New Mexico, the Tacoma Narrows Bridge and the Hanford Environmental Restoration project. His experience spans field engineering, construction management and business strategy on both domestic and international megaprojects. Wiley is a licensed professional engineer in Washington and New Mexico and holds a bachelor's degree in civil engineering from the UW. He is a representative member of the Beavers Heavy Civil Organization.

Megan Dunn (MSCE ’10)

Project Manager, Guy F. Atkinson Construction

Megan Dunn is a Project Manager at Guy F. Atkinson Construction, where she leads teams on complex heavy civil projects across Washington, including work on the SR 530 Emergency Roadway Replacement and the WSDOT SR 167 Completion Program. A licensed professional engineer and 2010 graduate of UW CEE, she brings practical experience leading construction teams on complex projects. Dunn also speaks regularly to students about careers in engineering and is committed to supporting more women entering the construction field.

Mark Gaines (BSCE ’98, MSCE ’00)

Director, Development Division, Washington State Department of Transportation

Mark Gaines is the Director of the Development Division at the Washington State Department of Transportation, where he oversees statewide programs and teams that support project delivery. A licensed professional engineer, he has been with WSDOT for over 25 years, including 15 years in the Construction Office and four years leading the Bridge and Structures Office. Gaines holds bachelor’s and master’s degrees in civil engineering from the UW and serves on multiple technical and advisory committees.

Amy J. Haugerud (BSCE ’77)

Consultant/Principal, RoseWater Advisors LLC

Amy J. Haugerud is a consultant and principal at RoseWater Advisors LLC, which she founded in 2011 after transitioning her previous firm, RoseWater Engineering, into the global company GHD. A licensed professional engineer and 1977 CEE alumna, Haugerud has held leadership roles with ACEC Washington, ASCE Seattle and served on advisory boards at both the UW and Seattle University. Her professional achievements have been recognized with numerous honors, including the ACEC Washington Engineer of the Year, the Nellie Cashman Woman Business Owner of the Year award and the CEE Distinguished Alumna Award.

Anna Henolson (MSME ’02)

Principal Consultant, Trinity Consultants

Anna Henolson is a Principal Consultant at Trinity Consultants, where she manages the Seattle office and supports clients across a wide range of industrial sectors on air quality permitting, compliance and environmental assessments. A licensed professional engineer, she has led more than 50 complex air dispersion modeling analyses throughout North America and internationally. Henolson also provides multimedia environmental support related to SEPA, stormwater and environmental justice, and regularly teaches air quality and dispersion modeling courses across the U.S. and Canada. She holds a master’s degree in mechanical engineering from the UW and a bachelor’s degree from the University of Idaho.

Cindy Hirsch (MSCE ’90)

Lead Civil Engineer, Federal Aviation Administration

Cindy Hirsch is the Lead Civil Engineer for the Federal Aviation Administration’s Northwest Mountain Region Airports Division, where she serves as the regional subject matter expert on airport design, pavement and construction standards. She joined the FAA in 2011 and has held her current role since 2014. She is also an outreach representative for the FAA’s STEM Aviation and Space Education (AVSED) Program. Earlier in her career, Hirsch worked as an engineering consultant on airport design and construction projects across the country. Hirsch holds a master’s degree in civil engineering from the UW and a bachelor’s degree from the State University of New York at Buffalo.

Larry Karpack (MSCE ’92)

Senior Hydrologist, Watershed Science & Engineering

Larry Karpack is a Senior Hydrologist and co-founder of Watershed Science & Engineering, where he leads technical teams on water resources projects involving flood and erosion hazard reduction, reservoir operations and river engineering. He has more than 30 years of experience in hydrology and hydraulics. Karpack holds a master’s degree in civil engineering from the UW and bachelor's degrees in civil engineering and architecture from Texas Tech University. Before starting his professional career, Karpack worked as Project Director for Habitat for Humanity in Kinshasa, Zaire (now the Democratic Republic of the Congo).

Doulaye Kone

Director, Water, Sanitation & Hygiene, Gates Foundation

Doulaye Kone is Director of the Water, Sanitation and Hygiene programs at the Gates Foundation, where he leads efforts to develop safe, affordable, and water-efficient sanitation technologies for underserved communities. He has over 20 years of experience in environmental engineering and previously led water utility partnerships in sub-Saharan Africa with the African Water and Sanitation Association. He helped launch the Inclusive Sanitation Service global initiative and chaired the development of the first ISO standard for pathogen-killing sanitation systems. Kone has held academic roles in Europe and Africa and serves on the boards of the International Water Association and International Water Management Institute. He holds a Ph.D. in environmental engineering and additional degrees in environmental science, physics, chemistry and business strategy.

Mo Malakoutian (CEE Ph.D. ’12)

Executive Director, Consulting and Business Development Center
University of Washington Foster School of Business

Mo Malakoutian is the Executive Director of the UW’s Consulting and Business Development Center at the Foster School of Business, where he leads hands-on programs that connect students with small businesses to support growth, job creation and community impact. He also serves as a CEE affiliate professor.

In addition to his academic and industry work, Malakoutian currently serves as Mayor of Bellevue, Washington, and has been active in local government and community service through planning, equity and youth-focused initiatives. He brings more than 20 years of experience across engineering, academia, technology and public service, including leadership roles at Amazon. He holds a Ph.D. in structural engineering and an MBA from the UW.

Yegor Malinovskiy (CEE Ph.D. '12)

Senior Software Development Manager, Amazon

Yegor Malinovskiy is a Senior Software Development Manager at Amazon, where he leads teams focused on large-scale geospatial problems in transportation and logistics. His background spans computer science, transportation systems and civic technology, with experience in both the public and private sectors. Malinovskiy holds multiple patents and previously co-founded a startup focused on curbside management for cities. He holds a Ph.D. and a master’s degree in transportation engineering and bachelor's degrees in civil engineering and computer engineering from the UW.

Sara Marxen (MSCE ’00)

Hydrology, Hydraulics and Coastal Engineering Branch Chief
U.S. Army Corps of Engineers, Seattle District

Sara Marxen is the Hydrology, Hydraulics and Coastal (HH&C) Engineering Branch Chief at the Seattle District U.S. Army Corps of Engineers, where she oversees a multidisciplinary team of engineers, scientists and technicians. Her team conducts technical analyses and provides guidance that informs decision-making across the region’s river and coastal systems. Over her career, Marxen has played a key role in studies across the Columbia Basin, including serving as the flood risk management advisor for the Columbia River Treaty negotiations and the Columbia River System Operation Environmental Impact Statement. She also spent several years in the private sector, supporting watershed planning, modeling efforts and FERC relicensing projects. Marxen earned her M.S. in Civil Engineering from the UW in 2000.

Kris Overleese

President & CEO, KBA, Inc.

Kris Overleese is President and CEO of KBA, Inc., a Bellevue-based engineering firm known for managing complex infrastructure projects across the Pacific Northwest. She brings more than 30 years of experience spanning public works, construction management and city engineering roles. Before joining KBA, Overleese served as Public Works Director and City Engineer for the City of Kenmore and led major capital projects at the City of Shoreline. She is a graduate of the UW Evans School of Public Affairs and is passionate about mentoring early-career professionals, serving on advisory and mentoring committees for the Women’s Transportation Seminar Puget Sound Chapter.

Sujan Punyamurthula (CEE Ph.D. ’95)

Senior Vice President, Growth and Strategy Leader, Stantec

Sujan Punyamurthula is a Senior Vice President at Stantec, where he leads company-wide growth and strategy efforts, working with business and technical leaders to align services with client needs and long-term market trends. He has more than 30 years of experience in strategic planning, operations and business development, including leadership roles at AECOM and URS. Over the course of his career, he has contributed to a range of complex infrastructure projects in the water, energy, transportation and environmental sectors. Punyamurthula holds a Ph.D. in civil engineering from the UW, specializing in geotechnical engineering, and an MBA from UC Berkeley’s Haas School of Business.

Stacie Sire (MSME ’00)

Vice President & Managing Director, Boeing Engineering India |Chief Engineer, Boeing India

Stacie Sire is Vice President and Managing Director of Boeing Engineering India, where she leads a team of more than 6,000 engineers working in research, engineering, testing and information technology across sites in Bengaluru and Chennai. She also serves as Chief Engineer for Boeing India. Sire began her career with Boeing in 1997 as a structural design engineer and stress analyst and has held numerous leadership roles supporting major commercial airplane programs, including the 777 and 787. She previously served as Senior Director of Engineering for Fabrication, leading engineering teams supporting manufacturing operations across U.S. and international sites. Sire holds a bachelor’s degree in civil engineering from the Georgia Institute of Technology, and a master’s degree in mechanical engineering and MBA from the UW.
